Following the arrival of international monitors in Khartoum last weekend, representatives of Sudan’s NIF regime and SPLM movement signed a year-long agreement designed to protect Sudanese civilians from all types of military operations. The agreement was arranged by U.S. officials in the aftermath of Sudan’s helicopter raid on civilians receiving food aid last month in southern Sudan.
