Communities of Kachia and Kagarko in Kaduna State , Nigeria , have threatened to disrupt the federal government’s Gurara Dam project due to its failure to provide positive local benefits. Nigerian standard dictates that 70 percent of a development company’s labor force must be composed of locals from the affected area of a major project, and compensation must be provided for any economic or territorial loss created. The government has failed to ensure these policies have been applied in Kaduna .
