Opening her speech in the Maori language and wearing a traditional Maori cloak the Queen of England praised local efforts to resolve conflict between the Maori people and the government of New Zealand. On her 10th tour as head of state, the Queen was encouraged by recent steps to resolve Treaty of Waitangi issues.
