MEXICO: “Towards a New Relationship”

A plan focused on Mexico's indigenous populations, and recently launched by Vicente Fox’s government, is ostensibly aimed at creating a multicultural state. The short-term goals include: the elimination of State “paternalism”, the fight against discrimination, and encouraging self-determination for the country’s 10 million Indians. However, the plan has not succeeded in overcoming the Indian organizations' longstanding distrust in the government.
