In Sarawak, Chief Minister Taib issued 57 Temporary Occupation Licenses (TOL) to villagers from Kampung Sebandi Matang and Sebandi Ulu. The government claims that unplanned growth in traditional villages is creating major problems for development. Although the purpose of the TOL’s is to prepare the indigenous groups to “live in a more controlled environment,” village leaders are urging their people to accept the government’s plan, which includes measures to control solid waste and flooding problems.
