Lands and Mineral Resources Minister Ratu Naiqama Lalabalavu has called for the Great Council of Chiefs to replace the Senate. When the Crown returned authority to Fiji in 1970 it was assumed that the power would be returned to the chiefs. The 1997 constitution, however, has not given the Fijian chiefs power nor has it adequately reflected indigenous Fijian society and culture.
