The head of the Council of Yukon First Nations, Grand Chief Ed Schultz, is attempting to expand his organization to include tribal groups both within and beyond the boundaries of the Yukon Territory. He says that his organization will no longer confine itself to the arbitrary boundaries defined by the Canadian government.
