The United Nations abandoned its role in the repatriation process for Vietnam refugees. Following an ethnic uprising last year the indigenous Montagnards have fled to Cambodia. Three months ago the UN stepped in to help the hill tribe members return home, but only 15 of them were able to return to Vietnam.
