Victims of Peru’s civil wars denounced President Toledo’s plan to compensate them by investing in infrastructure, education, and healthcare. The victims, the majority of whom are Quechua speaking indigenous peoples, request that the promised 2.8 billion soles ($820 million) be directly distributed among the victims and their families.
