The U.S. Commission on Civil Rights has released a 139-page report concluding that significant disparities exist between federal funding programs for Native Americans and those of other Americans. Native Americans rank near the bottom of almost all social, health, and economic indicators, and represent unemployment rates more than twice the national average.
