Nine officers and non-commissioned personnel will be tried in a military court for the kidnapping and strangulation of Theys Hiyo Eluay, chairman of the pro-independence Papuan Presidium and tribal council, on November 10, 2001. Human rights activists objected to the decision to hold the trial in a military court rather than a human rights court, and Asmara Nababan, the secretary general of the National Human Rights Commission, stated that an independent investigation is necessary in order to obtain justice.
