Margaret Swan from the Southern Chiefs Organization told a local committee on aboriginal affairs to expect civil disobedience if the federal government decides to put into practice the First Nations Governance Act. Bill C-7 will make sweeping changes to the 157 year old Indian Act, which Native leaders widely oppose, due to the fact that they were not consulted on its creation.
