Evo Morales, opposition leader in Bolivia, announced this week that he is determined to oppose land distribution if it is carried out by the Institute of Agrarian Reform (INRA). Coca growers are suggesting instead that the power to grant land be given to Morelas himself, a move which, according to some Bolivian officials, would be unconstitutional.
