UGANDA: Disarmament to end violence?

As the Ugandan army continues its forcible disarmament operation of Karimojong pastoralists, some object that the government should be addressing root causes of cross-border tribal violence. Scarce resources during dry seasons has been an increasing source of conflict in Karamoja, especially with 80 percent of the region’s boreholes no longer functioning, and six major dams having recently collapsed.
