WORLD: Protocol reaffirms protection of cultural property

The Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in Event of Armed Conflict took affect in early March after Costa Rica joined the revamped legal mechanism. Now boasting 108 state parties, the protocol will strengthen the “immunity” of cultural property and establish “individual criminal responsibility” for desecration to such property during war.
