The U.S. House of Representatives has blocked a bill to provide military training and funding to the Indonesian military (TNI). The TNI has a history of military abuses in East Timor, West Papua, and now in Aceh. The murders of two Americans in Papua last year were the main reason for the House to block the bill. TNI is suspected behind the murders, and the military is reluctant to help the F.B.I. with the investigation.
