After more than two years of negotiations between the Qwest phone company, the BIA and the Navajo tribe, an agreement has finally been struck that will install phones in at least 650 Navajo Nation homes. This pact includes a general outline of compensation for rights of way on tribal land, and will hopefully stand as a model for future utility negotiations.
