UNITED STATES: Indian coalition re-negotiates gaming compacts

Renegotiation of the three year-old Proposition 1A, 21 in California has inspired tribes to reunite despite past disputes on Indian gaming interests. The coalition includes the large gaming tribe of the Rumsey Indian Rancheria, looking for a multi-million dollar expansion on their Cache Creek Casino, as well as the small Karuk tribe that does not have a gaming compact. Other tribes in the coalition include the Santa Rosa Rancheria, Tachi-Yokut tribe, and Pala Band of Missions Indians. The only major policy change that the tribes are requesting is an expansion of gaming devices allowed in tribal casinos, which is currently capped at 2,000 gaming devices per casino. The coalition is also willing to participate in “fair share” contributions to the state, which may help the state raise the $1.5 billion in revenue it needs due to budget shortfalls.
