General Romeo Dallaire, the commander of UN troops in Rwanda before and during the 1994 genocide, testifies this week against Theoneste Bagasora, former director of cabinet in the Ministry of Defense. In his testimony, Dallaire claims that Bagasora knew of the escalating need for troops and had proof of the pending massacre of Tutsis, yet did not act to stop it.
