Despite attempts of the Vicente Fox government, an independent report submitted by the Malasyan lawyer Param Cumaraswamy in the 53-nation U.N. Human Rights Commission denounced “prevalence of slavery-like working conditions for indigenous inmigrants on ranches in the state of Chihuahua”. The 49-page report also highlighted the lack of access for indigenous peoples to seeking justice.
