President Bush signed into law the amended Compacts of Free Association between the United States and the Federated States of Micronesia and the Republic of the Marshall Islands. The Compact preserves FAS eligibility for Pell Grants and limited reinstatement of Federal Emergency Management Agency (FEMA) assistance.
