At the request of President Vicente Fox, the UN has designed a 200-page report illustrating Mexico’s record of human rights abuses and offering recommendations on how to address them. The implementation of the reforms will confirm Fox’s commitment to justice and human rights at a time when his stance on these issues remains questionable.
