Bolivian Coca growers in the Chapare region, under the leadership of Evo Morales, are proposing talks with the U.S Government in order to stop narco-trafficking without eradicating the Coca plant. The proposal comes after the Bolivian government, who receives over $40 million dollars a year from the U.S. in effort to eradicate the Coca plant, declined a similar offer from the growers.
