A month after a measure to open the Arctic National Wildlife Refuge (ANWR) to oil exploration failed in the Senate, a provision has been successfully added to an energy bill in the House to open the Refuge. Opponents point out that the House recently voted against a 5% increase in fuel efficiency standards phased in over seven years, and many argue that it is irresponsible to approve drilling in ANWR when increased fuel efficiency could save more oil than the Refuge would produce.
