UNITED STATES: Government report identifies indigenous movements as terroristthreats

The U.S. "war on terror" may expand to Latin America and target indigenous and social movements, according to the U.S. National Intelligence Council report Global Trends 2020—Mapping the Global Future, which was compiled in 2004 and released electronically in June. These movements are known for their efforts to win greater autonomy for indigenous peoples, protest free-market policies, and fight "neo-liberal" globalization. The report calls the Andean region a "hot spot" because of the indigenous movements in Ecuador and Bolivia and Colombia’s role in narco-trafficking. The Mapuche in Chile and Argentina are also mentioned as threats because of their considerable presence in the region.
