California Indians faced a legal defeat this week as Senate Bill 18 was voted down at the annual legislative assembly meeting. The bill would protect tribal sacred sites by requiring the state to conduct environmental assessments of on-site development. The bill would also grant the Native American Heritage Commission a larger role in developing criteria to identify sacred sites.
