ECUADOR: Shuar and Achuar denounce irregularities in petroleum concession

On August 30, three indigenous organizations -the Federación Independiente del Pueblo Shuar del Ecuador (FIPSE), the FederaciónInteprovincial de Centros Shuar (FICSH), and the Federación de Nacionalidades Achuar de Ecuador (FINAE)- submitted a complaint before the Civic Control Commission of Corruption, arguing that there are several irregularities in the petroleum contract of Block 24 in the Ecuadorian Amazon. On April 17, 2000, Arco Oriented Inc. transferred its rights to the concession of Block 24, situated in the Ecuadorian Amazon, to Burlington Resources Ecuador Limited. The complaint highlights the government's breach of the two groups' rights as set forth in ILO Convention 169, which states the need for a process of prior and informed consultation with the indigenous communities that are affected by petroleum operations.
