A leaked memo authored by Stephen Franks to the ACT caucus (NZ’s Liberal Party) reveals ACT will attack spending on Maori programs. The attack is based on a four-month research project sponsored by ACT, which suggests Maori get from the government three times the amount they pay in taxes.
