The Ngobe of Panama continue to face round-the-clock construction of a hydroelectric dam on their territory while they await the outcome of their petition to the Inter-American Commission of Human Rights, an organ of the Organization of American States. Meanwhile, AES Corp., the energy giant based in Virginia that is constructing the dam, continues to demonstrate its capacity to woo governments into violating the rights of indigenous peoples. A story in Sunday's San Francisco Chronicle reports on AES' interest in building a similar dam in Guatemala that would flood the homes of 2,338 people along the Chixoy River, affecting 36 villages, despite the opposition of 89.7% of the Mayan villagers.
